DESCRIPTION
The scope of the project includes electrical testing, inspection, and testing of lateral services and remedial works in various types of residential properties, communal areas of housing estates, and corporate buildings managed by L&Q Group. It also includes partial and full rewiring and communal lighting rewiring.
Our area encompasses c. 20,000 residential properties, 2,500 communal installations, and corporate buildings in London and Essex. The project aims to ensure compliance with electrical safety regulations, prioritise resident safety and satisfaction, and maintain high-quality standards in electrical installations and testing processes. We deliver c. 4,000 domestic and 250 communal EICRs each year.
Head of Electrical Compliance, Marcin Matczak, a highly experienced Electrical Engineer with 12 years at PiLON, leads the project team. We deliver the works with a direct workforce comprising eight dedicated Electrical Engineers, an Electrical Supervisor, an Electrical Inspector, a Commercial Assistant, an Electrical Compliance Assistant, and the Call Scheduling team.

We have consistently achieved all KPI measures on this contract, including:
- Completion of inspections/repairs/remedial follow-on works maintained at a minimum of 98%
- 100% of certificates signed-off and submitted on time
- 100% of invoices completed correctly
- 96% resident satisfaction or higher
- Zero RIDDOR incidents
Utilising bespoke technology
We use our proprietary Electrical App on this contract that serves as an end-to-end solution for managing our projects. The App was specifically developed and designed in-house by our software development team to manage our Electrical compliance works. It offers a comprehensive set of features including works programming and resource allocation, project team communications, resident contact history, automated 24/48-hour appointment reminders, GPS-stamped attendance confirmations, detailed EICRs with photos, and real-time performance/KPIs reporting. The client dashboard also provides 24/7 access to live project information for swift decision-making and corrective actions. The Electrical App has been a key aspect of maintaining our no access rate at 11% or lower.
Transparency, accuracy, trust: The remedial works cap has been raised from £350 to £750 in 2022, providing additional flexibility for efficiently addressing issues based on our flawless performance.
Partnership approach: L&Q’s Contract Manager suggested our Engineers book follow-up appointments with residents on the spot, which we tested successfully. Daily variation orders were submitted and, with L&Q surveyors’ effort, reviewed promptly. This streamlined process led to quicker resolutions, with follow-up works typically booked within a week.
